به گزارش خبرنگار اقتصادی ایرنا، 'حمیدرضا پهلوانی' روز شنبه در هشتمین روز فعالیتش در مسئولیت تازه به مناسبت رونمایی از آئین نامه های اجرایی قانون هواپیمایی كشوری در محل این سازمان اظهار داشت: این سازمان به عنوان متولی امر نظارت، تدوین كننده مقررات و هماهنگ كننده اجرای آن، مسئولیت اصلی را برعهده دارد.

وی افزود: سازمان هواپیمایی كشوری به عنوان نماینده دولت در این صنعت محسوب می شود و باید با تلاش مضاعف بستری فراهم شود تا این بخش ارتقا پیدا كند.

پهلوانی گفت: برطرف ساختن ابهام قوانین و تسهیل رعایت آنها نقش اساسی در رشد صنعت هوایی خواهد داشت و امروز پس از دو سال تلاش مستمر شاهد به ثمر نشستن نخستین مرحله از حركت در این بخش هستیم.

وی خلای قوانین هنگام بروز سوانح را یك كمبود اساسی دانست و اظهار امیدواری كرد كه همه دست اندركاران و اهل حرفه، برای برطرف ساختن كمبودها به سازمان هواپیمایی كشوری كمك كنند.

رئیس سازمان هواپیمایی كشوری، اخذ مصوبه در چارچوب قوانین و مقررات این صنعت را از هیات وزیران، كاری دشوار دانست و گفت: بنا بر این برای این كه، تلاشها نتایج ثمر بخشی به دنبال داشته باشد، باید قوانین و مقررات به خوبی تدوین شود و هرگونه نارسایی آن زدوده شود.

در این مراسم قرار بود 'علیرضا محفوظی' معاون پارلمانی وزیر راه و شهرسازی نیز حاضر باشد، اما به دلیل حضور در كمیسیون تلفیق مجلس شورای اسلامی نتوانست خود را به این نشست برساند.

قانون هواپیمایی كشوری در سال 1328 تدوین شده و به تصویب مجلس شورای ملی وقت رسیده بود و بعد از سال 1347 كه مفادی از آن اصلاح شد، پس از پیروزی انقلاب اسلامی نیز دو نوبت در سالهای 1359 و 1365 اصلاحاتی در آن به عمل آمد.
